i am a member of the Lincolnshire EMAS team. We are a service funded 
by Lincolnshire County Council, The county is very large, very rural, 
with few towns of any size. Until recently the numbers of ethnic 
minorities was small but this has changed over the last 5 or 6 years. 
As a result we can no longer support individual pupils in schools on a 
regular basis. We are now involved in assessment, advice and training 
so that schools can make their own provision for EAL pupils. Devolved 
funding would be a problem because many schools only have a few ethnic 
minority pupils, some have none at all, while a few have large 
numbers.
