[eal-bilingual] QCA considers new EAL GCSE

I have some thoughts about this proposed GCSE.

Would this count as the necessary GCSE that is needed for some FE courses / 
university?
Could any pupils with EAL take this as an easy way of getting a GCSE in 
English?

Who would be eligible to take this ? I have a lot of  EAL pupils at my 
school who are quite capable of passing GCSEs ?
What would stop schools using this as an easy way to improve their position 
in league tables?

Am I being too cynical
