[eal-bilingual] Becta eal-bilingual overview (was: New Arrivals Forum)

I happen to be working at Becta for three months, being an e-learning as
well as an ESOL/EAL practitioner, and I would like to add my
appreciation of the forum. I used it a lot when working with BBC Jam on
EAL issues and still benefit from reading the material.
