[eal-bilingual] Funding in Scotland

Could any Scottish colleagues tell me a bit about the current funding and 
support arrangements for EMA and EAL in Scotland?
My enquiries have revealed that there is no discrete funding grant as such 
but that 'Additional Support for Learning' is provided by LEAs for all 
pupils out of general expenditure with some additional small-scale programme 
funds for some LEAs from the Scottish Exec.

How does this work out in practice?  How are numbers and needs calculated 
and staffing allocated within LEAs etc.

Any info. would be useful as we're comparing ways of working as part of our 
review of provision in Wales.
