I've been reading the following paper,  "NALDIC response to the Consultation 
‘Aiming High: Raising the Achievement of Minority Ethnic Pupils’" May 2003. 
There's a recommendation that refers to 'a national scale of pupil entitlement' - does this now exist in England? Where could I see a copy of it please?
