Hi all, schools in my authority have been asking about a value-added measure of progress for the EAL steps common scale. Some schools have received large numbers of new to English pupils in the past few years who are pre national curriculum in English on arrival and are concerned that the lack of value-added measures within the steps system doesn't allow them to demonstrate the significant progress they have made with these pupils to get them onto NC levels. Has anybody else come up with a good solution to this problem? Regards Therese
