[eal-bilingual] to set or stream EAL students?

Does anyone have any advice on the placement of EAL students, especially new arrivals when the school (secondary) has streaming in place? With setting I always try to negotiate a middle to higher group when it has been difficult to really assess the student's ability in the subject - preferring always to go for the higher sets where the models of 'good' English should be(!).  But now one school is going over to streaming - what are colleagues experience here and is there any academic research in this area?
