The CRE (as was)in it's Race Relations Amendment Act - Guide for Schools
booklet p.12 cites a positive school practice scenario entiltled
'Revising Failing Ploicies' & goes on to advocate the practice of
'putting pupils who arrive after the start of the academic year,
including those with EAL, automatically in the top set, until their
abilities  could be assessed.' It goes on to say 'the school's
monitoring data revealed that minority ethnic and refugee pupils
received better assesments & attainment levels improved noticeably after
the policy was changed'.

I often cite this to schools.  Hope this helps you.

I totally agree with you - but I know of no research that has shown this
to 
be true - do you?
Such research would be helpful when talking to colleagues

You are right and the school is wrong.
Steaming is generally bad for EAL pupils, setting is better, and mixed
ability would be even better

Does anyone have any advice on the placement of EAL students, especially
new arrivals when the school (secondary) has streaming in place? With
setting I always try to negotiate a middle to higher group when it has
been difficult to really assess the student's ability in the subject -
preferring always to go for the higher sets where the models of 'good'
English should be(!).  But now one school is going over to streaming -
what are colleagues experience here and is there any academic research
in this area?
