[eal-bilingual] Levels

I have been asked to provide levels for secondary age pupils in English. We 
have no facilities to use computers so being very new to this, I was 
wondering if the best way is to ask them to do a piece of unaided writing? 
Would I then go to the Standard's site in order to assess the criteria for 
each piece of work? Can anyone direct me to the relevant area for this 
please?

I'd be very grateful or any and all suggestions.
