[eal-bilingual] Assessing Prior learning

Hi all
Apart from New Arrivals Excellence Prog does anyone know of an already established set of guidelines for assessing the prior learning of newly arrived bilinguals? I'm looking for something that is easy to use and that could be adapted for different age groups (but particularly for Early Years) - maybe the naep guidance can't be bettered but if anyone thinks it can ... and can prove it! ...I'd love to hear from you.
