[eal-bilingual] Cantonese pupil

Exam candidates can receive 25% extra-time in public examinations in
order to use a paper dictionary. To qualify candidates must have arrived
in the UK in the last two years. They must have a dictionary with them
in the exam, and the dictionary must be a simple translation dictionary
(without explanations).
So, if a pupil arrives at the beginning of 4th Year they will qualify
for extra time for their GCSEs, but not beyond. We have found that this
is usually long enough.
