Hi Luan I don't think you could do much better than to use the NALDIC publication "The EAL Teacher: Descriptors of Good Practice" as a basis. It sets out a 'common core of knowledge, skills and understanding necessary for specialist EAL teachers', building on what's good practice for all teachers but identifying the distinctive elements of EAL teaching. You'll find an extract on the NALDIC site at www.naldic.org.uk/ITTSEAL2/resource/readings/KE2Descriptors.htm, and also an update on promoting EAL teacher professionalism at www.naldic.org.uk/docs/resources/documents/NQ3.2.4.pdf .
