This is not really a simple question! Both schools and Local Authorities
(which include central services) need to target money effectively to
meet the needs of BME pupils and address any underachievement. Proper
use and impact of such funding needs careful monitoring. EMAG is one of
the funds that can be used to support addressing BME underachievement
and can be used very properly by both groups. There will continue to be
a need for strong central services but the role of such services changes
in line with the role of the LA.

Aside from individual schools where good working relationships have
yielded positive results, as a whole would you say that delegation of
EMAG funding to schools, rather than funding being retained by central
LEA services, is beneficial for the pupils and for our profession?  On
balance, a simple YES or NO is all I need to get a general picture.
