[eal-bilingual] unaccompanied minors

Has anyone managed to get extra funds for unaccompanied school-aged
asylum seekers to access ESOL classes at a College? My finance team
originally thought they could claim costs incurred from the Home Office
but it seems that's only for basics such as uniform etc.
