[oats-sig] Changes to site

Hi All,

I started making some changes to the site yesterday.  Any comments welcome,
i'm concentrating on the Forge side at the moment.

The main aim is to:
1) Make the Forge clearer and the tools available more available (if that
makes sense)
2) Make adding new software simpler for normal (non Forge) users
3) Lots of other UI stuff.
