[oats-sig] New discussion group for OSKs and scanning software.

I've created a new Google group for discussing the next generation of
OSKs, scanning software for use with switches, alternative pointing
devices. This overlaps with other alternative input and AAC. This is
likely to be fairly techy for now as we decide what to do to create a
cross platform OSK.

You can use it as a mail list or use the Web UI.
