[oats-sig] Adding a project to forge only

Jambu already has a trac and I'd like to add it to the forge but I
don't really think it is ready for the user side as there is not
working code. SO I wondering if it is possible to add to forge only?

No worries if not and I'm quite not sure this should be a feature
anyway as user input is of use even at this early stage.
