isn't that helpful though, there doesn't seem to be a history of  
previous 'winners'

I did submit a rather limited project, something I'd hope to complete  
in a few days.
once'd fully researched and understood, possibly only a few hours....

but a great idea none the less.

Yeah, University of Southern California, LA (USG seems to be  
something else) :-(

There's no mention of remote participation that I can see, but it
might be worth dropping them a line in case there are possibilities.

Otherwise you're limited to submitting projects ideas.
