[oats-sig] open gazer

Hi Chris

I agree that it would be great to see opengazer ported to windows.
Personally I dont know how easy this would be as it appears to depend
more than one large library, but I've cc'd its developer so perhaps he
can tell us :)

I think the big ones are VXL and OpenCV, both of which seem to be
portable to windows.
