openicon: aggregator

fwiw there is a pretty basic php aggregator if anyone would like to  
try it.

it searches all the svg files in a directory, turns them into symbols  
in a single svg file.
it uses the filename as a title in the case where no title is provided.
http://www.openicon.org/icon-ark/edemocracy.svgz
was created  with it, 144Kb iirc less than 10% of the original file  
~2Mb.
and had use been part of the authoring process, the file might have  
been closer to 10Kb.
