Mats could you expand on your requirements and the work you are  
preparing towards this goal?

Would you be interested to define an SVG microformat?
This is a formal description of a minimal set of SVG elements needed  
for an easy to use authoring tool.

How about the GUI?
SVG has additional possibilities not offered by other graphic formats,  
such as embedded metadata, titles, links, CSS, animation, scripts etc.
Does winBliss have an icon search mode, ie for end users to author?

Did you try out the chat with symbols alpha?
this would seem to duplicate some of the winbliss functionality.
There is a mode for end users to  both search and chat via icons, or  
of course by text.
perhaps you could comment on or off-list.

there is now a W3C SVG IG with wiki to raise such issues.

my MA in e-inclusion supervisor has provisionally agreed a title for  
my dissertation similar to "Why are there no simple and easy to use  
web authoring tools".
you will remember that a few months ago I raised this issue here.

There is an  inkscape enhancement bug request describing such a tool  
aka "chalk" or "kidscape"
There are also a number of other very basic svg authoring tools
