[oats-sig] Mulberry by-sa RDF licence

Steve,

please find attached my best efforts to meet your requirements.
please confirm that you agree the attribution and licence.
I have already stated that I would hope that you would host similar  
chunked files on your site.
and that I believe public domain suits our needs better, as explained  
more fully in private correspondence.

The SVG & RDF have both been validated at w3c, but you must make your  
own investigations to ensure that this is appropriate and suits your  
needs.
