public domain?

Steve & Garry,

what's the particular reason these images are not public domain?
I'm concerned primarily because openicon is currently pd, well some  
crown, but...

but also, because there's potential for a real mess once one starts  
combining libraries.
ie does each image have a cc attached to it?
if not what purpose does it serve? in reality it just slows the service.
