I would suggest that the DfEES is advised to keep its sticky hands off this initiative since it appears to be enjoying considerable success without the benefit of professionally trained tutors.  After all, the teaching profession swarms with profesionally trained tutors, specialists, advisors, consultants etc who have already failed and then abandoned this segment of society.

I would not be inclined to hold up the dictates of the American prison service as a positive role model for any Eductional initiatives.
