The report based on the Inquiry into SEN includes two very clear and unequivocal recommendations about the role of the SENCO. The relevant recommendations are numbered 84 (322 (paragraph 322) and 85 (323). Recommendation 84 states that SENCOs should in all cases be teachers and members of SMTs. Recommendation 85 states that SENCOs should be trained, and that their training should be related to baseline standards. Given that the Minister responsible does not have to accept the report's recommendations it may well be worth lobbying to ensure that SENCO issues are not swept under a departmental carpet.
