I do not agree that 'just extra funding will help" Pouring funds into a leaking bucket it useless. We at Network 81 support properly resourced provision. BUT my main contention would be that there must be a real break between the Giver of the money and the Deliverer of the service. Local Authorities cannot do both in an even handed way. Too often we are told or at least suggested "You can have anything the child needs" BUT " I've got a limited pot so if you have too much someone else goes without". Too many parents are afraid to ask for the true needs for their child and to 'fight' for them because they know that many/most schools are stretching the elastic as far as possible now. Being Judge and Jury means uneven justice. That is what we have at present --- THAT SHOULD be reviewed and; hopefully the government and further reviews will look at suggestion in more detail.
