That's my understanding.  My cave gets very cold in the winter and is shut
down when it gets below the legal temperature.  But it can get as hot as you
like in the summer, despite little air it doesn't get closed as no upper
limits.

I understand that there are legal limitations on how cold a school/
workplace may be but NO limits on how hot it can get.  THe lack of
water for loos would be the deciding factor in the case quoted.  Our
school continued to function without electricity during a power cut
but there was emergency lighting for exit signs and so on.
