"If we  are talking about children reaching 
their full potential then it is as  important for Fred at SChool Action 
to have the help he needs as Joe who  has a Statement."

Unfortunately though, as in many instances, Joe only needed a statement  
because he didn't get the help he needed at School Action...and even then,  sadly, 
 it isn't a guarantee that he will get it. We need a situation  whereby ALL 
children get the help they need as soon as they need it,  irrespective of 
whether their parents push for it; it should be automatic and it  isn't. That's the 
saddest thing.
