Pardon?
Teachers 'cross the threshold' because of what they have done, i.e. they
have met several standards.
It is not an easy or automatic thing.

If you were a SENCO you would know that SENCOs do not get extra points on
the management pay spine.
It is recommended that SENCOs are part of the SMT.
In practice, I would say most SENCOs are not on the SMT.
As we now know, many are not even teachers.
