http://www.teachernet.gov.uk/teachers/issue21/primary/features/Dyslexiafriendlyschools_Primary/ In 1997 the City Council of Swansea began a programme of dyslexia friendly education in its schools. Its Special Educational Needs (SEN) support service had no teachers qualified in dyslexia, although the four per cent of the school population that had statements of special educational needs included a large number of children with dyslexia. The local education authority (LEA) produced a document called Dyslexia Friendly Schools - a good practice guide that included a commitment to provide teachers qualified and experienced in dyslexia to work in each of its primary and secondary schools. Hope this helps with the first part of your question, at least.
