Do we now have suitably trained people with appropriate tests to refer
possible APD children to then? Where are they registered?

I would suggest she be referred for APD testing and that you look at
the 
classroom accomodations suggested here,

employing a more  visual method of teaching to work with her talents.
You could 
also refer her  father to APDUK for support. I expect her behaviour is
born 
out of frustration.  If she has really high scores in the visual field
she may 
be dual  exceptionalities.
