Hi
  All teachers in England have to have one tenth of their time in school set aside for preparation and marking.  This is called PPA, though I can't remember why.  In our school, we know that we will not be asked to cover during that time (unless it is a dire emergency) and we can refuse to go to meetings in that time too.

I work as a SENCO in a middle school(although we are deemed secondary). I 
am also part time and have a year 5 class.
Out of my 17 hours i teach maths for 14 hours and have one hour Management 
time and 2 hours PPA.
Out of the 2 hours PPA i have one and a half hours per week ring fenced but 
the management time is not.
