Obviously your head is a very ambitious man / woman and wishes to impress those above with unthinking adherence to a policy. Children's needs are not the agenda, he / she really needs to very carefully read what the cop says and also the NLS. I can see a well informed parent making big waves, I would if one of my children needed one ot one, all the research shows that for significant difficulties of whatever kind the best approach is one to one. This just confirms the gist of my last contribution. Policy should be dictated by research and not the egos and career aspirations of the ambitious.
