A Statemented child is no different from anyone else and same rules should apply. The statement is there to ensure access to schooling on an equal footing - no more or less. If the child is not coping in whatever school, mainstream or otherwise, the statement is failing that child and they need different support or a different school that can better meet their needs. Inclusion is not about everyone being in standard mainstream, although mainstream is and should be available for any student as long as their being there is not detrimental to another child's education. I think that a special school can be recommended, even if it is against the parents wishes, in some cases.
