Because the Government advises that it is inappropriate if the exclusion 
relates in any way to the child's SEN. The SEN framework should provide 
schools with the means by which they arrange for expert advice, 
reassessment, extra/different provision, or a different placement.

As with any exclusion, exhaust alternatives before excluding -- and there 
are more alternatives for a child with a statement.

>3)  When does the child have a statement - when the proposed statement is
>issued or the final statement with all the hours etc on it.

Final -- but it's not an absolute -- as the child is on the way to getting 
a statement, and LEAs might be considered unreasonable not to bring forward 
provision for a child in crisis (especially if in crisis for a disability 
related reason), a child about to receive a statement should have more 
alternatives to exclusion available.
