In my LA, the official line for year 7s with learning difficulties and no other specific issues is this: Action from 3c to 3b Action Plus from 1c to 2a Statement for p8 and below only Fortunately it also says that this is for guidance only. In my exerience, a pupil with MLD who is working below Level 3 needs a huge amount of support to access a mainstream secondary curriculum. Currently we get £140 per Action pupil and £805 per Action Plus pupil, we face losing thousands of pounds of funding and with it support staff. If others are in the same boat then fair enough but it would interest me if this is happening across the country. Our LEA is recognised as the 4th worst funding LEA in England.
