I would agree with everything everyone has said about RML. I use it at KS3 with children who come to us at L3 or below. We introduced it last year and the results impressed the LA SEN Inspector!
Using it with training is undoubtedly the best way, but if you have a secure understanding of synthetic phonics principles (and study the Handbook that goes with the programme) it is straightforward to teach. It is very comprehensive, covering word & sentence level work, lots of reading, spelling, genre texts & creative writing. Surely that must hit most of the literacy objectives? Anyway, the Framework is just about to change, so you may not feel so constrained in the future.

answered, but if we do that we wont be able to afford any books!
