The problem sounds to me like poorly developed word recogntion skills so why
not work on that first. If you can speak and hear you can learn to read and
write.  Presumably you are looking for a suitable reading scheme because
their reading comprehension is perceived as being low.  Reading
comprehension is a combination of word recogntion ability, fluency and oral
comprehension levels.  Early reading attainments (early in terms of learning
development not chronological age) have a very low correlation with measured
IQ so equip themm with good word recogntion skills and you might find it
easier to find a book based  'reading scheme' that they will enjoy or
benefit from.  Trying to 'bend' the curriculum to fit their present level of
skill is only maintaining the staus quo not helping them to develop their
abilities.  Education has to be more than this.
