The Regulations issued under this statute (regulations are legislation issued by the govt on authority delegated by Parliament, so not usually debated by Parliament) will be where the qualifications etc. are specified, which is why it important that this list sees the draft Regs when they are out for consultation. I suppose there may also be guidance, since the SEN Code is beginning to need updating, e.g. on the deadline for issue of statements for phase transfers as well as this. There are continuing discussions, I understand, about the SMT/SLT requirement. If members of the list want to see and respond to the Regs when they are published for consultation, they should talk to/write to/email the DfES. Best wishes Chris |
