Dear Forum

Sorry about the flurry of postings. Just thought I would try and break my  
response down into manageable chunks. Don't think that strategy worked for me  
though.

And to think that this all started with a request for clarification of what  
the 4th percentile meant. 

And while I'm here, thanks to all of you who have responded round the back  
channels supporting, or not, my thoughts. You should consider  making your 
views more public on this Forum to broaden its contribution.  There is a wealth of 
relevant experience which should be shared more. And there  are many who will 
support your ideas as well as those who will challenge them.
