OOPs for 1995 -- read 2005 for Ian Coats's letter --Brendan king -----Original Message----- From: kngbrndn at aol.com To: Mmilesep at aol.com; senco-forum at lists.becta.org.uk Sent: Thu, 26 Apr 2007 9.56PM Subject: Re: [SENco-forum] 4th percentile tosh IPSEA has recently revamped its website to make it clean and simple, and easy to access the very useful information held there -- and to download the standard (model) letters relating to the SEN framework. And the most often cropping up legal issues that affect parents and SEN children/young people can be found as information on the site. As well as successful recent action taken by IPSEA and others against erring LAs. The very useful Ian Coates (Former Head Of the DfES SEN Team) letter of the 15th Nov. 1995 to all LAs --warning LAs about unlawful blanket policies -- and the requirement to statutorily assess all types and caetegories of children who are failing to make sufficient progress in their schools, and to normally specify provision, in quantified terms, for all types and categories of statemented children in all types of settings (including special schools and units). IPSEA inspired case law on specification is particularly highlighted. These DfES identified common policies and practices, although explicitly stated as unlawful blanket policies, are still being routinely practiced by very many LAs -- and very many parents and teachers are still led to belive that these are lawful and reasonable practices -- which they are not. Any comments about the accessibility and readibility of IPSEA's revamped site would be most welcome (I'm sure that would be so by our wonderful site administrator). Ah, I knew we would get there eventually I personally find the site to be a bit of a visual mess, but that's just me Martin |
