Lead Inspector is either still working from the Warnock Report (1978) and /
or doesn't understand the concept of SEN.

It's difficult to plan a strategy based on this premise, but I would suggest
that you exude enormous confidence in the quality of your current assessment
/ identification / monitoring system, and in the quality of the provision
made.

Highlight one or two things that you've identified as paths to improve your
effectiveness, and impress on the Inspector the school's determination to
achieve these (minor) improvements.

Tell the Inspector that you had also noticed this apparent statistical
anomaly and have contacted several other SENCOs at schools with similar
PLASC / PANDA profiles (although none of them have got back to you yet).

Inspector will like the Inclusion Register if it tracks how each of the
sub-groups performs.

Alternatively, you could explain how the SEN Register for last year had
accidentally been submitted and quickly devise a new one.  But then you'd be
just as silly as the Inspector.  ('Always tell the truth; that way you don't
have to remember anything' - one variation of a quote attributed to Mark
Twain).
