  This is absolutely accurate. Why get angry? The system IS designed to thwart us and we are all too used to hearing about underfunding.
   
  As for the difference between LAs and LEAs - is it really necessary to be so pedantic?
  I've had my fill of playing "guess the government department" in attempts to find someone, anyone, willing to answer questions or even speak without being dismissive and/or defensive and/or telling me big, fat lies. 
   
  There are some fairly obvious flaws with the Canned Heat Plan (though I would also put forward the Big Bird off Sesame Street Cooperation Plan for those born in the 1960's) although it's a great idea.
  First problem is getting everyone to play nicely - they just won't. It would be wonderful if we were all polite and helpful, knew our jobs and returned each other's calls. Sadly, we don't. Well, I do but that's because I know how to play.  
  LA's, LEA's, LaLa's, Tinky Winkys (or whatever they want to be - as long as they are impossible to contact, does it really matter about the disguise?) are not entirely staffed by people who really give a flying cr*p about their jobs. Perhaps more significantly, they are not all the same. Some are absolutely dismal and I am very hopeful that others are not. 
   
  As for parading scars - I will parade mine (apart from the episiotomy - that would be going too far) wherever and whenever I can if it gets my son the required assistance that has now, finally, been identified. I haven't had just one bad experience. I have had two out of three years of bad experiences at the hands of every person connected to my son's education. The past year has been bearable because his new school, in a new area, is staffed by exceptionally committed teachers who actually care. Our spangly new LaLa wants us to engage in further impossibly complicated games, which is quite disappointing.
  
As for advice on making better decisions, I would suggest telling the truth, explaining decisions properly, being consistent and not making promises you can't keep. Your indignation suggests you probably don't need this advice.
