But in reality PRUs are expected to have a SENCo when the
Ofsted inspectors arrive.

So much of what happens in schools is a result of Ofsted
inspections and has nothing to do with the law.

For example our last Ofsted inspection criticised the fact
that we had no school prospectus. So last term a huge amount
of time and money was spent producing glossy full colour
brochures about the centre. The fact that we are a PRU and
usually parents don't _choose_ to send their children to us
is irrelevant. There is no 'law' that says we should have a
prospectus but effectively Ofsted makes the rules about what
PRUs and schools should and shouldn't do.
