The real issue is effective teacher training in the first place. I imagine that we all recognise that effective teaching for those with dyslexic tendencies for example, is invariably effective teaching for all. It is about knowing what works, and how it works and how you can change, or adapt your own particular teaching style to the needs of the students in the classroom. When the glorious day comes, where every school has a teacher who is confident about the appropriate ways to advise staff to help students who have not got the "reading message" our children will be better served. If only effective training were offered to our schools instead of those beautiful expensive National Curriculum Folders our progress with those students who currently fail with what is on offer might be considerably better.
