In the real world there comes a point -as brian made - when the rights of
the many to an education have to be weighed against the rights of an
individual to disrupt and prevent any education occurring 
Ie when exclusion is the only option to safeguard the many
Ok maybe I am as a teacher failing the individual who is excluded
- but as a limited human being myself there is only so much that I can do to
meet the needs for a one to one totally individual approach with modified
curriculum tailored for each individual EBD pupil
And at the same time provide for the many an education that will allow them
to function effectively within society ( put this way sounds potentially
very orwellian but so be it)
Remember before you shoot me down - I'm talking about the real world from a
real comprehensive school but in an area that still has relativley 'old
fashioned' trusting life style  and where our tough as opposed to ebd kids
would be eaten alive if parked in a city such as birmingham or london

Just because a school cannot find a way to help a child doesn't mean they  
can give up, chuck him/her out and pass the responsibility on to someone
else. 
If a child is failing it is usually because they are being failed by
someone, 
something or a combination of the above. 
 
When, why or how does a child become a pariah? Interesting question. Any  
answers?
I know that  there are those for whom school will never work so other 
solutions must be found  but it's usually a case of throwing the baby out
with the 
bathwater...  alternative measures should not be seen as a shame on the
child.
