Yes, there are SENCos in Special Schools and a great level of skill for
supporting pupils with complex needs both in the maintained and
non-maintained sectors.

I was at the SWALSS conference in Torquay last week, it's one region of the
country where the Special schools have got themselves organised into a
professional grouping and where they have regular conferences and liaison
between schools in different counties. 

The special education sector is looking to set up a new professional led
body called FLSE (Federation of Leaders in Special Education). It has
received pump-priming funding from DfES but is taking its time to find its
feet. The Government is keen to hear the voice of the special schools.
There is an intention to establish a governing council drawing
representatives from each of the SEN regional areas.
