Don't forget that there is a direct correlation between the developmental level of the first language and that of the second. So if they are not exposed to higher level speech patterns and vocabulary at home in their first language then it is far less likely that the second language will develop well. It's worth getting the bilingual help to extend first language use and vocab as well as making input to English. Having worked in the Asian community in Yorkshire, I know that many of the mums have either had little education, or struggled with their education and so haven't the skills to pass on to their children. So maybe help put in their to increase education at home would have a useful knock on effect.
