Your criticism of the use of the title 'Reading Comprehension' is quite valid but I was trained, quite wrongly as it happens, to believe that reading comprehension was a separate and different kind of comprehension.  My Reading Comprehension Course provides teachers with evidence of the extent of pupils literal and inferential comprehension which are legitimate phenomena and which many teachers find useful.
