Dear Eddie You talk about Synthetic Phonics for children in Year 2 who are failing to learn to read, as an intervention, but in fact the surely the recommendation is that SP is taught from Nursery / Reception as the first strategy - allowing children who are not progressing to be picked up much earlier, and for strategies and interventions other than SP to be included at a much earlier age. I really don't think, from my own experience, that young children - even the ones who come to school reading already - will find the SP experience boring... As teachers we will all differentiate anyway, whether it is SP or analytic phonics or whole words or real books etc etc . Good teaching, opportunities to develop phonological awareness skills at the earliest possible age and pacey, appropriate SP will surely help most children and help us pick up those who will benefit from a different strategy.
